US Military Purchasing Combat Equipment for Domestic Contingency Planning

For the last two years, the President’s Budget Submissions for the Department of Defense have included purchases of a significant amount of combat equipment, including armored vehicles, helicopters and even artillery, under an obscure section of the FY2008 National Defense Authorization Act (NDAA) for the purposes of “homeland defense missions, domestic emergency responses, and providing military support to civil authorities.” Items purchased under the section include combat vehicles, tanks, helicopters, artillery, mortar systems, missiles, small arms and communications equipment. Justifications for the budget items indicate that many of the purchases are part of routine resupply and maintenance, yet in each case the procurement is cited as being “necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities” under section 1815 of the FY2008 NDAA.

Section 1815 of the FY2008 NDAA requires that every five years the Secretary of Defense work with the Secretary of Homeland Security to determine “military-unique capabilities needed to be provided by the Department of Defense to support civil authorities in an incident of national significance or a catastrophic incident.” The section defines “military-unique capabilities” as those that “cannot be provided by other Federal, State, or local civilian agencies” and are “essential to provide support to civil authorities in an incident of national significance or a catastrophic incident.” Once these “military-unique capabilities” have been determined in consultation with the Secretary of Homeland Security, the Secretary of Defense must develop a plan for maintaining the capabilities as well as any “additional capabilities determined by the Secretary to be necessary to support the use of the active components and the reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.” Once the plan is enacted the DoD must then “include in the materials accompanying the budget submitted for each fiscal year a request for funds necessary to carry out the plan ....

I rarely offer up a product or try to sell things here on Truth, but a good prepping friend of mine recently released his newest eBook and I wanted to share it with all of you!

Sometimes we all get a little reminder of just how completely and totally dependent we are on the power grid.  Massive thunderstorms that ripped through Ohio, West Virginia, Maryland, Washington D.C. and Virginia left millions without power over the weekend.  At this point, it is being projected that some people may not get power back until the end of the week.  The “super derecho” storm that pounded the Washington D.C. area on Friday night with hurricane-force winds is being called unprecedented.

But the truth is that there are other events that could happen that would be far more damaging to our power grid.

Hayden’s Note:

A nuclear detonation high over the United States, known as an air-burst, would end civilization as we know it.  A single electromagnetic pulse or EMP event, 250 miles above Kansas, would theoretically wipe out most electronics from the upper New England region all the way to southern California, and parts of Canada, all the way into Mexico.  Life as we know it would instantly cease and a chaotic, out of control social collapse would ensue.

When it comes to camping, the off-grid lifestyle, or disaster survival, having hot water quickly becomes a top priority.

I’ve used an almost identical set-up for several years and have had excellent results.  There are a few different models of on-demand, tankless water heaters on the market, but I’ve had nothing but praise for the Eccotemp L5 Portable Tankless Water Heater.

When I was working on the Elysian Fields Project, this little heater was a lifesaver!  It produced great water flow, plenty of hot water, and barely sipped any fuel.  A standard 20-lb barbeque tank will last well over a month of regular showering and dishwashing.

I still use it and bring it on camping trips with me even though I have a small RV now, and offer it up to my fellow campers.  I set-up a 10’x10′ pop-up canopy with sides, add a small Shur-Flo 12v pump and battery, and have an instant community showering facility!  These can typically be found for $125-250 depending on the model and make a great tangible investment for your disaster contingency plans!...

Just in time for the potential end of the world later this year, Spike TV has greenlighted Last Family On Earth, a new competition reality series in which families vie for a spot in an underground, luxurious, fortified Vivos bunker.

Produced by Craig Piligian’s Pilgrim Studios, the six-episode one-hour series will premiere this fall, with the finale, in which the winning family move into their bunker, airing just before December 21 — when some expect potential cataclysmic demise as allegedly predicted by the Mayan calendar.

The competition will showcase survival techniques and, in addition to endurance and physical skills, test the contestants’ leadership abilities, integrity and character. The doomsday scenarios that will be played out on the show include a pandemic, global government or economic collapse, nuclear war, reactor meltdowns, solar flares, massive asteroids, lethal climactic change, a pole shift, calamitous earthquakes, and even widespread anarchy. Some friends have been actively talking about their Exit Plans – about getting out of this country before the curtain goes down. While there is still time. They believe the situation to be hopeless. That despite the upwelling of liberty-mindedness among some, the vast majority of Americans are not liberty-minded. That Americans – tens of millions of them – are stupid, unreachable, mean, irrational, authoritarian-minded Babbits and poltroons. People who always speak in “we” – and lust to control others.

Reluctantly, I have to concede the point.

I have had exhaustive (and exhausting) conversations with countless people – some of them probably a lot smarter than I in terms of raw IQ – who just can’t connect the dots.

Or – much worse – don’t care to.

The problem is as much psychological as it is intellectual. There may just be a defective sub-species of human being, homo servilus, who – much like a bee in a hive – is programmed to crave the collective and therefore accepts its corollary – coercion – as the natural and right order of things....

No fashion accessory says “prepper” more than a paracord bracelet.  With that around your wrist, you have at least 10 feet of 550 pound test rope.  The cord is made of many tiny strands and can also be unravelled if a thinner cord is necessary.  It is a must-have for your bugout bag.

Paracord, according to Wikipedia, is a “light weight nylon kernmantle rope originally used in the suspension lines of US parachute during World War II.  Once in the field, paratroopers found this cord useful for many other tasks.  It is now used as a general purpose utility cord by both military personnel and civilians.”  Sometimes referred to as “550 cord,” it is generally recognized as having a 550 lb. tensile strength rating.

The question isn’t “What can you do with paracord?”  It’s “What can’t you do with paracord?”

Here are some ideas for what paracord can be used for.  Some of these would use the cord in its entirety, while others would call for the cord to be unravelled with single strands being called into duty....

Unfortunately, having a ‘Plan B’ just isn’t the modern American way.  The great and diabolical misfortune of having two to three solid generations of assumed prosperity in one’s culture is the side-effect it has of lulling the populace into comfortable apathy.  “Prepping” becomes a kind of novelty; a lifestyle that people joke about while planning out their next vacation or their next suburban home purchase.  It’s something that others consider in that fleeting moment in front of the television while witnessing the news of a catastrophe on the other side of the world, only to be forgotten minutes after changing the channel.  Such things do not happen here.  Not in the United States…

A new series this Fall from NBC looks like an exciting must watch for preppers (and we think some non-preppers may just be swayed into at least putting something away for an emergency).

While we can’t speak for the quality of the show, it looks quite interesting, especially the collapse of the power grid, which is something we’ve detailed in numerous posts and videos over the years.

Like Jericho, this one may prove to be pure Doomer entertainment at its best.

I’ve often mused about how fun it would be to have a time machine and travel back to the early 1960s, and go on a pre-inflation shopping spree. In that era, most used cars were less than $800, and a new-in-the box Colt .45 Automatic sold for $60. In particular, it would be great to go back and get a huge pile of rolls of then-circulating US silver dimes, quarters, and half dollars at face value. (With silver presently around $30 per ounce, the US 90% silver (1964 and earlier) coinage is selling wholesale at 22 times face value–that is $22,000 for a $1,000 face value bag.)

The disappearance of 90% silver coins from circulation in the US in the mid-1960s beautifully illustrated Gresham’s Law: “Bad Money Drives Out Good.” People quickly realized that the debased copper sandwich coins were bogus, so anyone with half a brain saved every pre-’65 (90% silver) coin that they could find. (This resulted in a coin shortage from 1965 to 1967, while the mint frantically played catch up, producing millions of cupronickel “clad” coins....
